In-depth Synopse (Meaning history and personality) :

Twenty-five years ago, a massive earthquake broke off part of what was then known as Kanagawa Prefecture area of Japan. An area nearly 40Km wide was thrust into the air, separating it from Japan and creating a new island. Obviously, the parts of Tokyo that were on it were destroyed, and only through hard work has the City been rebuilt. The new island became known as "The Lost Ground," and was completely cut off from the Mainland, both physically and economically.

After the upheaval, children born on the Lost Ground began exhibiting a new power... the ability to rearrange matter into another form, usually an avatar of sorts. This power was dubbed "Alter," and the children "Alter Users."

Ryuhou is a privileged member of the Lost Ground society, having been born to one of the richest and most influential families in the City. He is an Alter User, and his power is the humanoid Zetsuei.

Ryuhou is an officer of HOLY, a police force of Alter users designed to control the native Alters in the "Inner" Lost Ground outside of the City. Completely devoted to his ideals, he follows orders immediately and without question, believing that HOLY's rule is the only way to create peace and order. Believing his mother to have been killed by a native Alter, he holds a grudge against all those who rebel against the laws of "society." He is ruthless and focused, showing no mercy or flexibility in his beliefs. After fighting with Kazuma, he becomes obsessed with defeating the other man and bringing him to justice, setting up a conflict which will change their lives. His obsession with the other man drowns out all else, occasionally to the exclusion of his duty.

Ryuhou's demeanor is cold and stoic, seemingly unaffected by anything around him. His impassive behavior is shaken only by his encounters with Kazuma... and even then, he only shows anger and desire to defeat him and bring order back to the Lost Ground. He speaks very formally, and acts like he has a rod up his ass is a model of everything proper.

Underneath his cold exterior, however, there lies a man who has strong emotions and truely cares about other people... but he has covered that in layers and walls of control. Later in the series, he loses his memory, and his true self emerges: one who is passionate and kind, and will do anything to protect those he cares for. His strong morals and sense of righteousness take a gentler tone, not the rigid, blinded discipline of HOLY.

In the end, Ryuhou eventually regains his memory and realizes that his path with HOLY was the wrong one, though he holds to his own sense of honor and duty. Eventually, he fights alongside his former enemy Kazuma to defeat the corrupt leader of HOLY and bring freedom back to the the Lost Ground. After that, they fight together to defeat the armies of the Mainland (former Japan) who are trying to invade and take over the Lost Ground. Ryuhou and Kazuma are so powerful by this point, they take out an entire fleet of manufactured Alter users between the two of them.

Even so, after fighting together, Ryuhou and Kazuma must face each other one last time in the end to prove once and for all who is the strongest. Their final battle is no-holds-barred, each pushing themselves to the utmost limit of their Alters and back to using bare fists when their power is drained. Finally, they both fall at the same time, finally proving that they are, at last, equal.

An important note about Ryuhou's (and Kazuma's) Alter power: theirs is stronger than anyone else's ever seen in the Lost Ground, and therefore takes a great toll on their bodies when it is used. After reaching his final form of his Alter, which is integrated into his body, Ryuhou begins developing scars on his face and arms, where the Alter actually broke down his body and reformed it. It is unknown how extensive the scars are, nor how painful for him, but Kazuma's transformed Alter caused him great pain. Assumedly Ryuhou's would eventually do the same. In a later canon novel, Ryuhou is drawn wearing arm and leg braces, indicating that his body is being further broken by his Alter. I am not taking him from that far in the future, however.
